The undersigned graduate mistresses in the Education Department wish to point out respectfully that they are in a very unfavourable position

In England the Burnham Salary

compared with the non-graduate mistresses.

Scale for graduates is as follows:-

Additional allowances are paid for post graduate training, a good Honour s degree, or a post of special responsibility such as the Senior Mistress

in a Mixed School.

The Scale for Non-Graduates is as follows:·

Qualified Gymnastic mistresses with three years training get one additional

increment, but no addition is paid for three years Proebel Training.

Uncertificated Teachers are paid as follows:-

In Hong Kong all the mistresses, including several uncertificated, are paid

at the same rate.

In England nowadays, only graduates are ever appointed heads of secondary schools but in Hong Kong the reverse is the case and under present conditions very few graduates have any chance of ever being appointed to the headship of Belilios Girls' School, the only Government Secondary School for girls, or of obtaining a just proportion of the four senior posts. Owing to the fact that the training of graduate mistresses takes at least one year longer than that of non-graduates and that longer previous teaching experience is required of them, they are generally, when first appointed, older than the non-graduates. Hence, they reach retiring age, while non-

graduate mistresses, younger in years, but senior in appointment are
